Abstract:
This document, which was issued in the framework of the EU-sponsored FENIX project, brings
out the key results of cost-benefit analyses of FENIX applications in the FENIX Southern and
Northern Demonstration projects. The net benefits of FENIX flexibility applications under present-
day and future baseline circumstances with a year 2020 time horizon are compared with
FENIX operational practices at the system level as defined and delineated by the Southern and
Northern Demonstrations. The report focuses on selected promising applications for flexible distributed
generators. Results of cost-benefit analysis are considered from the perspectives of key
stakeholders and society. The report demonstrates that the FENIX flexibility concept has great
potential to create additional value to distributed energy resources and their business partners,
network system operators and society at large in a variety of applications. in a variety of applications.

Abstract
The purpose of this paper is to explain the Smart Grid or Active Grid concept and the contribution of the Flexible Electricity Network to Integrate the eXpected 'energy evolution' (FENIX) project to its development.
The FENIX project is a collaborative R&D project, partially founded by the European Commission within the 6th Framework Program for Research, aiming to demonstrate the value and feasibility of the concept of distributed generation aggregation through VPP
FENIX introduces a new concept of dealing with DER integration to the Electrical Power Grid by providing DER visibility and controllability using ICT technologies and shows how it is possible to optimize the DER contribution to the network.

Abstract:
This report - issued in the framework of the EU-sponsored FENIX project - sets out to define the roles, functions, relationships and responsibilities of FENIX VPP concepts in overall system operation from an economic perspective. It is a precursor to the cost-benefit analyses of FENIX VPP concepts that will be undertaken as a separate activity. A VPP has the capability to flexibly aggregate attributes from a multitude of distributed energy resources (DER) by use of FENIX remote control intelligence. DER comprises renewable power plants, CHP plants, flexible loads and electricity storage devices, con-nected to distribution networks. DER attributes may encompass commercial inputs, products and/or services or relevant information for network management. DER inputs, products and services may relate to wholesale markets for energy commodities, ancillary network services and, when applicable, valuable market stimulation benefits and electricity generation attributes. The control centre functional-ities are defined of an entity aggregating DER-associated products and services for creation of addi-tional commercial value, using intelligence for remote control of flexible DER. The report presents a methodology to assess the economic viability of the FENIX VPPs. Based on a baseline and FENIX scenario regarding the future European power industry, business models are developed explaining for each of selected key actors that are to realize FENIX concepts, the business relationships with other economic actors.

Abstract:
This document describes the aspects of the regulatory framework that are considered critical to the development of flexible networks with significant contribution from Distributed Energy Resources. Barriers that presently undermine the development of the virtual power plant concept are identified
and analysed. Incentives that would be necessary to encourage development are described and regulatory constructs that are considered necessary for such outcomes are presented. Due consideration is given to realising the full value attributable to Distributed Energy Resource and allocating it optimally. The entire analysis is undertaken with particular reference to the context of GB
and Spain, but is informed by experience of other European countries.

This report presents the concept and the overarching structure of the Virtual Power Plant (VPP), the primary vehicle for delivery of the FENIX project aims. The Fenix value chain concept is developed in order to identify how the VPP can bring value to both DERs and the network operators which support DER network connectivity. The report describes the technical and commercial functionality facilitated through the VPP and proposes an architecture for integration of these concepts into the activities of current market participants and new market entrants. Different steady-state characterisation methods are discussed for both CVPP and TVPP. Further aggregation methodologies are proposed through dynamic characterisation of VPPs and network-based feasible solutions in micro-economic control. Methods for distributed control of VPP portfolios using location pricing techniques are discussed and developed. The report concludes with the review of existing DER aggregation and control tools and energy market interfaces that can be used in implementing the VPP concepts. Finally, the Glossary of key Fenix terms is attached to the end of the document.

With the aggregation of distributed generators and loads, a Virtual Power Plant (VPP) can participate on electricity markets and provide ancillary services. This paper describes technological control capabilities of distributed energy resources (DER) to provide future ancillary services for distribution and transmission network operation. The analysed future ancillary services comprise frequency control, voltage control, congestion management, improvement of voltage quality, network restoration, islanded operation and optimisation of grid losses. In addition, the capability to provide fault-ride-through is looked at. Special focus is given to wind turbine generators, photovoltaic systems, hydro power plants and combined cooling, heat and power plants. Also distributed loads and storage units are included into the performed assessment. The results of the study show substantial technological potentials of DER within the framework of VPPs. Especially, inverter-coupled units can provide various ancillary services. Although many of these features would have economic benefits most of them are not used at present. With their application, DER integrated in VPPs are expected to build a supporting role of the future electricity supply and the future network operation.

European distribution utilities are facing a significant development of Distributed Energy Resources (DER).Initially, DER has been connected using a "fit and forget" approach which is no longer appropriate as soon as the
penetration of DER becomes significant. Size, intermittence and actual non-dispatchability limit DER units’ ability to become active players in an open electricity market.
Besides the economic advantage of integrating small generators into the electricity market, integration of aggregated DER may also offer new services to the grid. Aggregation of small generators and controllable loads
through a "Virtual Power Plant" (VPP) may give an opportunity to small units to reach mandatory volumes of power to be economically significant, and coordination to offer capability of grid services. Multiple DER coordinated
could not only participate to provide ancillary services (active power reserves for frequency control, reactive power reserve for local voltage control, black starts, etc.)that ensure stability and safety of the power grid, but also
new customer services for power quality, communication or
energy businesses.
A VPP would thus provide valuable support to grid operators, offer new business opportunities and increase competitiveness in electricity markets, and consequently favour a smart integration of DER in the system.
An European Commission integrated R&D project called FENIX, which includes utilities, manufacturers, research institutes and academics, aims to verify the feasibility and value of the VPP concepts, and finally demonstrate prototypes of Virtual Power Plants during 2009.
Physical implementations of such concepts require a rethink of traditional distribution operations to permit communication, command and control of VPPs to becoordinated with distribution. The VPP demonstrations illustrate the value of aggregating generators and loads.
Scenarios include industrial controllable loads and several significant DER on a Spanish MV distribution network commercially aggregated by a VPP, and also a British town with a significant amount of small scale LV generation
units. The scenarios describe how the generators could be coordinated and operated to respond to electricity markets and operator needs. Specifications of innovative usage of DER, described in scenarios, will be defined, developed and finally implemented in operating software systems for the prototype VPPs.
This paper presents the general concepts of VPP developed in FENIX, and then focuses on the consequences for the Distribution System Operators (DSO) and their need for active power system management, and the innovative
functionalities that DSO tools will have to perform. It will finally present two case studies to be carried out one in the United Kingdom and the other in Spain to demonstrate parts of the VPP concept.
